Ideally from what I know in the suggestion forum, staff try to pick artists who've yet to be featured where possible (though obviously not a hard and fast rule) and nominate images of artists who could stand to have more recognition (again, where possible).
Variation in theme also seems desired; like an all M6 cast, then Starlight, then G5, just mixing it up some. There's only so much of Rainbow Dash and Derpy some of us can handle. But I wish there were more comics and traditional art features, but those categories are hard to compete with digital masterpieces anywhere.
I'm not staff so I don't vote nor see the selections. But this piece in particular is my 9th suggested Featured Image over the past few years.
_Note, I think Featured Images are very, very precious, so I try not to flood it with links; it's reserved for cream of the crop images in any one topic. Nor do I think it's fair to suggest one's own art._
