Happens all the time, I remember they kept excluding Applejack from Happy Meal toy promotions, and such.
Kinda sad, but I guess with so many ponies in the show already, fans tend to prefer the other Student Six characters’, as they’re more unique species, and have more unique designs & personalities. So he tends to be the least popular.
Cozy probably got in instead, because she’s “cuter,” and therefore more marketable. (Or she threatened the toy manufacturer. j/k)
