Yes. This a result of FiM/EQG being television, and having to be timely on top of affordable. Reusing the exact bases for nearly all the characters is simply the most practical decision. This practice is not used for TLK, as those constraints don’t exist. It’s a movie, then series of films that have a sizable budget, and dozens rather than hundreds of characters. Each lioness is drawn individually, none of the corner cutting that is done with wildebeests and numerous others like them. Being drawn individually by several different artists by hand allows each one to have her own separate look as opposed to dolling up the same mold multiplied thousands of times. Different snout, jaw, and head sizes and proportions to one another to work off of, not to mention eye shapes. This allows them to not have manes and still be recognised.
 
EQG/FiM characters have no such luxury, save dragons. So apart from transferring their eyes, you’d never recognise these two here. Give them colorful tails.

That would be a good idea if their tails were always visible. That’s like relying on symbols, which cannot be seen always.

How recognizable would they be without them? Given humans and equines largely have this in common and would look identical otherwise, especially in animations that use the same bases with costume changes and symbol isn’t always visible. If not talking or doing any physical action you’d never be able to tell who’s who, in still shots especially.
 
That’s an interesting question. I believe Hair/Mane is usually one of the biggest or most important visual aspects of a character. So seeing that here it becomes very easy to see and know what character is being portrayed.
 
Let’s say for instance they didn’t have manes. Then it would become noticeably difficult to tell which characters are being portrayed without the artist directly telling us.

Are they males or females? If females, why all female characters as lions are drawn with manes?
