I also think this may have been one of the first S9 episodes to be animated given it seems like a high-priority episode, so they didn’t have that many S9 characters to work with (and this ep was likely already done by the time they came up with designs for Spur and Biscuit…)

Well his character was basically created to be a joke in the season 1 finale. And he never was very popular, so why would the writers expand on him?

You have to consider the limitations of the animators as well. To expect them to fit all 850+ characters in one scene is simply ludicrous. So they tried to fit in all the most significant or popular ones.

the point people are making that it’s weird for a character like him to get as little as screen time as he got , especially when even Garble got more roles

All of the characters presented in this scene are supposed to be friends that the main 6 gained over the series (and direct relatives), not just every character in the series.
Blueblood doesn’t fit, because he doesn’t have any friends, let alone being a personal friend of the main 6.
I thought that was obvious, but it doesn’t seem like anyone here gets that…
Then again, I suppose a few of the characters presented are a bit of a stretch, (like Diamond Tiara and Silver Spoon, who may be friends with the CMCs now, but not so much the main 6)
