Well if Equestrian railroads follow the same seniority rules as us he looks like he’s got enough time to be basically impossible to fire so they probably just stick him anywhere where he won’t cause too much trouble. Which also explains why he keeps the job because he’s making mad Union Bank for doing next to nothing.
He’s like those weird one-off characters who always showed up briefly in Scooby Doo to provide exposition. They were always creepy, appeared out of nowhere and nothing was ever explained about them.
