Well, now that the English version was leaked we know he’s not called “Colonel Cool”. Instead he is called “Colonel Wigglesworth”. The name was probably changed in translation from the English version to the Ukraine version.

Until further notice, can we please tag the worm as Colonel Cool? In my present state, the idea of a worm with such a name delights me.

Applejack talks about Flim & Flam always scamming them (although the examples seem more like pranks then scams). We see a time they stole their ladders and replaced them with toilet paper in the shape of ladders. Another time they cut the bottom of their baskets off.
 
And they gave Apple Bloom a worm the previous year as a gift. For some reason this ends up in worms eating their apples and the subtitles say that “Colonel Cool” and his friends ate all their apples. I’m not sure if the name of the worm is supposed to be “Colonel Cool” or something.
