It really depends on the continuity but usually the case is yes she is stronger than Superman. This is because in her origin story she is older than him when Krypton blows up and usually spend way more time circling the sun before landing on earth. This allowed her to absorb more direct sunlight than Superman (who's sunlight is filtered though the atmosphere and therefore weaker IIRC.) thereby making her stronger.
