It is kinda weird, she looks like she still has her “child” face and her body has uneven proportions (I can’t remember how adult Yaks looked like).
 
TBH I can’t tell much difference between the younger and final designs for most of the students.

Darn it! She’s one of the few designs for older characters that I really didn’t like. Yona’s regular design is so amazing. This one looks kinda crap.
 
At least they didn’t give Sandbar a moustache. Though now that I think about it…

thing is, we don’t know her confirmed age since she only had one episode, though judging by her interactions with the other characters she is possibly around the same age as the Mane Six and by-extension Braeburn if not just a few years younger: meaning that she is legal. And besides, you saw how agreeable they both were over negotiating peace between Appleoosa and the Buffalo Tribe and the Orchard… until Rainbow Dash and Applejacks’ egos got the better of the situation.
