Well, Borg cubes can go beyond warp 10 via slipstream drives (before Voyager destroyed that capability), the magical bs of the “Geode of Empathy” might be able to do the same thing.

Depends on which generation you’re talking about. Apparently TOS and TNG used different scales for warp speed. TOS featured at least one antagonistic ship that could hit 10, and mentions of warp 15 were made too.
