That would be Justice Friends on Dexter’s Laboratory. And the heroes in question are The Infraggable Krunk,Val hallen, and the one in question with the masks being removed Major Glory.

Suddenly they noticed all the bags they took off are standing “upright?” forming a circle with the draw faces all staring all them suddenly turning into angry Hexadecimal faces.

I forget the name of the cartoon but it reminds me of the scene where they are trying to find their partners axe as it is his source of power and the stereotypical dim-witted powerhouse starts removing the third hero’s mask to find another one underneath and he removes several more before the hero replies “When I say secret identity, I mean secret identity”.
