I should clarify, though I am not an expert on these terms and many people have different opinions/subjective views of them.
Urethral Insertion/Sounding is putting something in the penis hole or urethra. I feel sounding and urethral insertion are mandatory (unless your story involves teleporting them in or etc)
Cock vore is more of the act of inserting someone into the penis to the point they are more or less at the penis's mercy. Similar to how someone in a vagina is unbirth, someone in the anus is anal vore and someone in the mouth is oral vore (I could go on but these are the most common types)
Vore does not always equal death, there are many different versions:
The one you are likely familiar with is "fatal" but others also exist
Such as reformation (which implies they have already been transformed or digested and it turned back into themselves or for example a goo pony version) and you also have what is a semi-rare term called "Endo" which is vore where there is no transformation or digestion, and is mostly safe vore where they are consumed either as imprisonment or as a temporary thing.
This isn't a complete list as there are other things such as semi-fatal.
There is also things such as willing vore, unwilling vore, willing to unwilling, unwilling to willing, accidental vore (sometimes unwilling pred) and so on.
If I had to make a border between sounding and vore it'd probably depend on context. Does it seem like they are going to be pulled in? Is there context that implies they will end up inside them?
If you inserted a finger into a urethra I wouldn't consider that vore, if someone was arm deep, it becomes a gray area, and if they are being straight up consumed then yes, it's vore.
Back to the OP, it looks like Big Mac has no control over this, and Clear Waters appears to be content on letting him slide down, at least if left to their own I'd assume he'd end up in those balls. So I feel it's perfectly acceptable to classify this as cock vore. And I can see no direct evidence stating that Clear Waters is only keeping Big Mac at the opening of the urethra and is preventing him from sinking deeper.
EDIT: I forgot to mention, while I consider vore to be more of relating to creatures, people and other living things. There is also a subsection known as "object vore" but I think that too implies consuming the object entirely.
