In such cases, ‘out of context’ seems to be the tag to go for. It serves a general purpose and is not telling the viewer how to interpret the image, it is only warning him that ‘this may not be what it seems’.
A example of not shipping would be the scene from the Giant Oyster episode of SpongeBob where Patrick licks a sponge-shaped popsicle but it looks like he’s lick SpongeBob until it zooms out.
Whatever.
As they say, art is in the eye of the beholder. If any image ‘seems like shipping’, no one can tell a shipper (or a non shipper) how to interpret it, because all interpretations are subjective.

Why don’t you quit being a party pooper? The only thing you’re doing lately is going around telling people “Not shipping” this or that. Let people enjoy things however they want to, for fuck’s sake.
Not shipping usually applies to fanart/edited images where it seems like they’re being shipped, only for it to be revealed they weren’t.
‘shipping fuel’ is a tag with legitimate usefulness. This particular image doesn’t seem to deserve the tag, but the tag itself is ok.
What purpose would a tag like ‘not shipping’ serve? To point out how a picture is not shipping? Seems like the absence of the ‘shipping’ tag covers that use pretty well.
