I tend to agree with that.


 
I believe she doesn't "never helps" is because not only is she insanely powerful, but also because if she solved every problem herself, ponies would never learn how to take care of themselves.
 
Plus, I think that she'd be afraid to let loose her power on account of it possibly hurting her subjects.
