It’s somewhere in Russia.  
After USSR collapse they still didn’t recover lots of things - for instance, power line maintenance.  
Sure thing, you have 330kv cable lines, gas-filled substations etc - in Moscow or other few biggest cities.  
Because all the moneys go there.  
As for the rest of the territory, especially small-populated - you have lots of hardware and standards directly from 1970s-1980s.
