Ah my bad, since I don’t have the bucks to buy HoI4, I played the ripoff version of EaW in Age of History II. Whenever I choose “Everything is fine as it is”, which is basically “I’m not sure if that’s wise…”, the civil war starts.
It’s “You can do it, Luna. I believe in you”. I don’t know if there is a “You could do what I couldn’t, Luna” option anywhere in the game. “Everything is fine as it is” probably also works. The most important thing is that you need Luna to do the reforms successfully without Celestia’s help.

In EaW? During the first year of the game, Equestria will need to decide how to handle the Thestral Issue. You must choose to have Luna lead the reforms and have her succeed in it. It’s important that you ask Rarity for help. If Luna fails the reforms, however, you’re gonna have a civil war.
