The consensus is that she was always evil.  
If you accept that tho you will be comfortable with the idea that someone can be born evil and there’s no hope to redeem them.  
I would have rather have seen a full backstory to Cozy Glow to explain how she got the way she was.

Something I always wondered about Cozy, was she always evil and really good at hiding it the first episode she appears in. (In every other episode its obviously a calculated act but in that first one its harder to tell)  
Or was she kinda on the edge and Twilight’s school just proved to be too tempting a prize to resist.

Rubbish. Cozy Glow needs to be reformed. Besides, they already put her in Tartarus once, and things like that never repeat. What other option would there be for her?

That’s right. Baby Flurry Heart would never be a villain, she’s too cute, and Hasbro would never allow Flurry Heart to be a villain. I mean come on would Hasbro make this little baby alicorn a villain? Of course not. Baby Flurry Heart first appeared in the two part Season 6 premiere, but she wasn’t evil. Her magic was more powerful at start.

And I still like her just as she is. You don’t have to be a Lovecraftian monster from hell’s sub-basement to want to harm people; perfectly normal people find reasons to do it all the time and I don’t see why that can’t also be true in the world of ponies. Also, the idea of a cute li’l filly as one of the most dangerous villains ever is just awesome.

I still find the concept of using Friendship as a weapon of mass destruction to be pretty interesting…  
Although I would think Princess Cadance going full crazy with her abilities in friendship and shipping and using them against an enemy nation would be interesting…

I don’t think it’d be wise to even ATTEMPT to redeem her. I mean, I wish she was redeemed, but let’s be honest. She’s the only villain so far that knew the very concept of friendship well - unlike Starlight and Sunset, who were misguided. Cozy was taught right values yet she pretended she was nice. Who’s to say she couldn’t pretend to be nice again in her redeeming process? She is a very good manipulator.
