Her punishment in the grand scheme of things is not excessive at all. I think Cozy Glow is right where she needs to be (in a max-security prison). Also, if they didn’t send her there where the hell else would they send her? It already seems like she has a plan to break out of Tartarus, and if Tartarus can’t hold her I doubt any other prison in Equestria could. Just my opinion though.
EDIT: I also have a feeling that reforming her is completely off the table now. Someone below said it best, Cozy Glow was a STAR-STUDENT at Twilight’s Friendship School which means that reforming her and attempting to teach her about friendship would make zero sense. Cozy Glow apparently knew enough about friendship to the point where she not only excelled in the classes, she also became Twilight’s assistant at the School.

She’s a psychopath, she can learn all this stuff about friendship and parrot it back currently fine, she just can’t understand or experience it. By her very nature she is completely incapable of changing or being rehabilitated in any way, she can only pretend to be. The only thing that can be done with her and people like her is lock them away where they can’t hurt anyone

Not only that, but if the Princesses couldn’t move the sun or moon, the effect would be the same as tidal locking: where one side of the planet always faces the sun and the other side always faces away. Life wouldn’t be possible on the day or night side of the planet, only in the twilight zone. The day side would be totally fried and the night side would be totally frozen.
Then you have to take into account the violent storms that would no doubt form, destroying the ponies’ every effort to settle. They’d die. Plain and simple.

Consider the following - when we see Celestia and Luna at the end, their magic is finally drained. When we first see them, they still had innate magic in them and could still move the sun and moon - albeit it was harder - and we could tell by their manes still flowing. At the end, their manes stopped flowing.
Thus Cozy Glow caused eternal nighttime like Nightmare Moon, but also removed unicorn magic so stuff like preserving magic and spells ALSO failed. So they had no means of magically saving plants or foodstuffs either. She basically was killing the world with no way to reverse it since they wouldn’t have even had magic to time travel.
So, removing magic didn’t screw over Equestria, it screwed over the entire world.
…Oh no, she just wanted to drain all magic from the world, something that would screw over at least three nations that we know of because of the heavy reliance on it and destroy a fourth, and then rule as friendship dictator because of her very skewed interpretation of ‘friendship is magic.’ Oh no, not evil at all…
With that said, maybe (just maybe) there is still some hope for Chryssy.

The fact that she is in a cage next to Tirek is certainly not so good.
We will see if there is any chance of redemption for Cozy.

Then let me remind you, she made sure the Cloudsdale field trip happened, sending several non-flying students and Starlight there with the full knowledge that all unicorn magic and spells will fail. It is only because of the reflexes of Rainbow Dash that several characters didn’t die.
Chances are the people that’re very nice aren’t sociopaths. At least, not good ones. Typically sociopaths will seem like any other individual on an emotional level, but it’s when you get close to them that certain things become more prominent. Sociopaths tend to expect things in return for their kindness (This is why obvious sociopaths try to be more kind), and get irate when this is not the case. Their brain, when learning how non-sociopaths function, tells them that their good deeds will go rewarded because this is a typical experience. But, it’s definitely not the rule.
Another red flag is when someone doesn’t learn from an action after hearing another’s grievances about something. Say Person A accidentally ate Person B’s Turkey sandwich. Person B is upset as to why they would do this, and Person A is asking, “Don’t be upset with me, I won’t do it again.” Sounds normal, but their tone will show no remorse. They want to be in good standing with someone else they like, but their brain lacks the typical ability to reciprocate emotional and put themselves in others’ shoes.
