I haven’t seen much of this comic. It doesn’t look that grimdark, though. Luna was just saying how Celly wouldn’t banish or execute Twi or anything of the sort even if she was caught.
… and that wouldn’t be true anymore if the mission involved murder.

Because Luna knows her guards like breathplay, so she’s tricking Twi into giving them the night of their lives, but because of her powerful magic they’re actually safe.
Hence the guard’s face in that panel.
