I’m saying the problem is that every time after Dragonshy it seems that she forgets she has wings when she is scared or in a panic, and as soon as whatever happened has past she can fly just fine, if being in a panic affects her so she freezes up then she shouldn’t be okay right away.
They both occur under the same circumstances, have the same effects, and have indistinguishable ranges of plausible visual cues.
You said the look on her face meant she forgot she had wings, but I don’t see why she couldn’t have just froze up in a panic then felt embarrassed about it afterwards.

She was just embarrassed about it afterwards, that doesn’t mean she wasn’t scared.

It’s not about this episode, it’s about every time after Dragonshy she forgets.

How about the fact that gave us a good reason for her not to fly in a case like this in Dragonshy but after that she only forgets.
It’s a Merriwether Williams episode. There’s going to be plot holes and poorly thought-out scenes.
Once again, would of been nice of that was the case but no, she forgot.
She had no idea what things on the ground was like in the flashback in Cutie Mark Chronicles, I’d say she grew up in Cloudsdale or some other pegasus city alright.
Given that she (supposedly) grew up in Cloudsdale with RD, it seems unlikely.
Unless she was an exchange student or something.

But she forgot here, look at her face when she was safe, it’s was on of “I forgot I had wings”
i am pretty sure she was scare here too.
The joke doesn’t work with Dragonshy showing her getting scared and that making her wings locking up then every time after it’s just that she forgot.
but dude…
My problem is that she forgets, not why she does, but that she forgets she even has wings.

It’s a character tic.
When she gets nervous, her wings lock up.
Probably why she lives on the surface while Dash lives in her cloud mansion.
