That sounds like a great idea.
Although a bit weird if she would do that in public.
Maybe she just wants to keep her pants unzipped for the day. I love that idea. They might even fall down at some point, and entirely reveal her panties.
They’re made that way, because it was intentional.
But what order of putting on clothes is this? Put on the pants but don’t close it to have the panties slightly visible, then put on the shirt. The same if she’s undressing: open up the pants to reveal the panties, then take off the shirt.
