Not quite. Starlight was so mortified at the sight of the wasteland, she immediately went into denial, accusing Twilight of pulling a fast one over her. She refused to back down from her plans not because she didn't care if the world was destroyed, but because she just could not believe preventing six ponies from becoming friends could lead to something so horrible. And her assuming all friendships would end up like what happened with Sunburst is what sent her off the rails in the first place. Being told that she canmhakve a lasting friendship last as long as she puts in her all is exactly what she needed to hear.
As for Cozy Glow, she not only outright rejected reformation when given the chance, but also attempted to make a run for it. Forced or not, Starlight had a much more mature response than that when she was in a similar situation.

How exactly is Starlight worse than Tirek? Sure, she used extremely invasive techniques to ensure her doctrine would be adhered to, but at the end of the day, she genuinely believed she was helping ponies, albeit in her own misguided way. Tirek, on the other hand, stole magic from the ponies and laid waste to their land for no other reason than because he hates ponies. One is acting out of emotional wounds, the other is acting out of pure malice.
