Yeah. It just seems like the tag for something like this should have been “out-of-frame __” or something similar. I mean there are quite a few cases where a character really _is merely implied. Too late to change it now, of course, with so many images under these tags. No one is going to go through all that to fix an admittedly minor thing like this, nor would I expect anyone to.

I’m guessing Rarity thinks Spike will do something clumsy when she walks by which is why she is asking him to put the paint down.

Most of the images under Implied tags list the character in question by name. It’s just that when somebody searches the ‘Spike’ tag they’re probably looking for pictures with Spike in them, not just pictures that mention him, so the ‘Implied Spike’ tag covers that.
And he answers, too. Meaning that he is in the scene but off camera.
