There’s no way thats Chrysalis. Chrysalis is not that great of an actor, remember have poor of a job she did as Cadence, and how obviously suspicious she was as Shutter Bug.
Besides why would she know where the CMC have their clubhouse, it just raises so many questions.

Where was Chrysalis’ animosity toward Starlight in Marks for Effort? She couldn’t even bring herself to talk to her in The Mean Six, yet Cozy Glow showed none of that toward Starlight.
Face it, there’s literally zero evidence she’s Chrysalis, based on what we know, and “because I said so” doesn’t count as evidence.
Considering Tirek is back in the finale of this season, maybe Chancellor Neighsay is secretly a minion of Tirek who is trying to help his master get revenge on Twilight and her friends.
