Though you are right on the first part, that is the cockade of the German Empire. It always has a red dot in the middle.

Some german officers and other personal where deployed to the Ottoman Empire during WWI. The Ottomans also got some german clothing. But muad here is most probably part of the german-ottoman joint airforce indicated by the red dot on her cap.
