Hey you are the person that says Luna´s emotional state is not hers therefor I can not put her emotional stated power boost (Nightmare Moon) into her beamstruggle with Celestia.
 
Unfiltered Emotion as Powerboost are the basis of a lot of stories. It is the origin for every Werewolf story ever. It is the basis for the original Hulk. And always had it been the question about are they or are they not responsible for their action.

This is like stands in Jojo. They are not divided into strong and weak.

Can’t do a lot of Luna’s feats? Didn’t you say in the description that Power =/= Competence? Also Celestia raised both sun and moon in Nightmare Moons banishment.
 
And while you are right about the soft magic system the emotion makes you stronger thing is actually pretty consistent throughout the series. It’s literally called friendship is magic.  
And if we are going just by visual clues we still have to consider that thing about the height and appearance. Luna is tinier than her transformation Nightmare Moon and Celestia and she is at her most vulnerable in her tiny form after being cleansed of Nightmare Moon (by emotional magic of friendship that conteracts her negative emotions).
 
Celestia is stated to be most powerful and magical pony in all of Equestria. The fact that she seems weak is due to the worf effect and the show not really being about her.
 
If we consider the comics she not only beat Chrysalis when the bug horse wasn’t empowered by immense love she was also shown to be inherently more talented and powerful than Luna (who could only do awesome stuff if she got angry or sad which is consistent with her feats in the show).
 
A lot of the shows powerscaling is indeed bullshit but I think it tries to establish Celestia as more powerful than Luna.

We got such a soft magic system in this series they can do anything.  
We can only compare by their stalemates and comparisons.  
Celestia can not do a lot of Luna´s feats. Therefor stronger.

We are talking magic. Magic that is fueled by emotion is a staple of the series. Especially dark magic like when Twilight is introduced to it by Celestia. Take Starlights anger magic for example. It literally possessed ponies. Luna even spawned a being from her own regrets (Tantibus) and she couldn’t control it anymore. Nightmare Moon was a transformation due to her negative emotions. The changelings drain others love as sustenance and empowerment. Guns don’t get corrupted/empowered by their users emotions and they don’t change their users shape and vice versa.

Actually, that was Nightmare Moon which was taller and maybe stronger than Luna. Also Celestia didn’t want to hurt her sister and Nightmare Moon wasn’t holding anything back and was likely fueled by her strong negative emotions (which give dark magic its strength). Celestia used the elements specifically so she could seal her sister away.
