She did care.  
The Storm King already took away her old home so she was not ready to take any risks.  
Later she reconsidered but at this point poor Twily was so desperate that she tried to steal the pearl.  

 
I don´t think it would have been so easy.  
The Storm King could also have learned out where Novo was hiding and invaded her new kingdom, too.

She did not. At all. She was more then happy to get a message after hearing about their plight then really caring to help them. And you don’t need to take the Pearl with them. Just keep it under water, turn several of your people into dragons, and boom. You win. I mean Storm King doesn’t even seem to have that big of a fleet so it wouldn’t have taken too long. I just don’t find Novo a likable character at all and was one of the most frustrating attributes to that movie.

But she sent no forewarning, additional troops, or anything of the like to a nearby ally that has nearly a continent under their control. Something is better then nothing.

When you look at it from a leader’s point of view, your own people come first. Others may not approve of your methods, but country comes before allies when you’re in charge. So yeah, she may not even like what she does herself, but she has to do what she thinks is best for her people. Something the leaders of the real world tend to forget to do sometimes, but we’re all human.

Because of how little Novo really cared that Equestria was in trouble. Offered no aid initially even though an ally had been attacked and had the Pearl, a magical device which could, given how the movie built it up, defeat the Storm King. Yet she chose to keep her subjects under the sea, something that we see through her daughter, that a number of her subjects had come to despise but had to because their queen willed it. (Skystar was a much nicer, kinder, and more selfless individual. She’d make a much better queen.)

That, or Celestia was pregnant at one point within that 1,000 year life span, and disguised herself as Nightmare Moon, when somepony refused to let her have sweets. Of course she got her sweets in the end after joking she would gobble the pony. Then of course word got around, and Nightmare Night became a thing.
 
Who’s the child and the father?…… no idea.
 
But all the royal guards (minus Flash Sentry, the Crystal Guards and the Orange guard in the season 4 premiere) being Celestia’s children, it would explain why we see some alicorn royal guards. Perfect guise to hide the fact they’re her children. Why do you think we saw none in the movie? Celestia already knew trouble was afoot, and got them out of harms way.
 
As for the father……. I got nothin.

Luna has dreamwalking powers. Maybe Nightmare Moon had those powers too and gave ponies terrible nightmares to live up to her name?

Than again, everyone says that Nightmare Moon gobbles up ponies when she doesn’t get her fair amount of candy. I wonder how that lore came about?

It wasn’t Twilight that Celestia told to go an get help from Queen Novo, it was Luna she told. Twilight just overheard Celestia’s command, and took it upon herself to get the help after Luna got petrified, and that help never came…. aside from the hippogriff princess.

Eh, that’s just my viewpoint. They are probably on good terms, but given Novo’s actions, I can’t really see why.

Celestia’s a nice person and Novo is still a queen of a nation. You can’t mistreat another nation’s monarch especially if you are technically allies.

You know, I still don’t understand this ship mostly just because of how Novo acts in the movie. In all honesty, I always thought Celestia secretly hates Novo since she doesn’t trust her not to stab her in the back and run away whenever she can.
