If you do count FoE as a crossover (which I believe most everybody does) than I’m fairly certain it dwarfs damn near all else for crossovers (could be wrong but it’s definitely way more than 5%.)

While your point remanes true for fallout tag, it gets invalidated by Fallout Equestria tag, which dwarfs the other tags with a whopping 10,000+ images.
