Actually, her movement speed is less than 10% higher than most characters, and is the same speed as Genji. It is the time travel stuff that lets her move faster.
True, but in the game, her abilities primarily appear as her moving at super-speed, and being fast (and maybe impulsive?), is a trait associated to Rainbow Dash.
