Sadly the FTC does not have what it takes to keep the isps behaving. IT would be better if it remained a title 2. IT is ultimately utility for communication…. IF the ultimate one.
 
Do not undersell the issue man, it is a fuck load worse than you think. But not as bad as other think.

No. The Fcc two years ago reclasffied the internet.  
SEe it used to be title 1. IT means it does not have major protections from guys like Comcast throttling the internet speed to suit their moentary desires.  
There is also the massive potential for political abuse, silencing unwanted opinions and sites, but the immediate issue is them butchering the net and selling speeds.
 
Two years ago it was retitled as a title 2 utilaty. protection like what phones have.
 
now the FCC gots a straight up shill installed in hopes of not only reverting it back to title 1, but removing other protections. The vote is december 14th and it ain’t looking good. Fortunately there is a revie process after and it is not looking good for the changes. Ovrreaching out the ass is oging on. Still people ned info.

Are there rules for carmakers that say they can’t make cars that can’t go on freeways without paying extra? No. The FTC would hand them their butts in a sling, and customers wouldn’t buy them.
 
This change rolls back the Internet’s regulation from 2015’s Title II “utility” and moves it over to the FTC. It explicitly includes language making it clear, for example, that conspiracy to throttle between ISPs (from local privacy-minded ISPs for the 2600 crowd all the way up to Warner Cable and Comcast) is an anti-competitive practice. It also has provisions to deal with single-provider markets: such monopolies will be under increased scrutiny.
