Journal instead of Testament. Funny parallels in how the old punishments were more harsh and strict, while the new way focuses on reformation and redemption.

Just saw the movie. Bonus: Seaquestria is directly under Mount Ares, so it’s one contiguous territory to begin with. Movement is even easier than going from one location to another within Equestria’s borders.
Or let the citizens choose where to live, hold their claim on both, and of course have freedom of movement between the two parts of their collective territory. Not like there isn’t precedent.
Most likely, they probably returned to Mt. Ares but decide to visit Seaquestria from time to time.
Though the movie did only say a mix between pony & eagle…
