Pridark’s recent images of Fluttershy all seem to use slightly more saturated colors, especially for the mane. I’m pretty confident it’s just a very similar OC.

It does look a lot like Fluttershy. The artist has it tagged as an OC on DeviantArt though and it’s a commission, so I think it’s just an OC pegasus with a similar color scheme. Without a visible cutie mark though it’s hard to be sure.
