If you don’t mind, I’d like to give a little criticism…  
Rarity’s torso is too thick and square. It needs to be more rounded, especially near the neck and rump. The mane and tail are alright, but I feel they could use an extra color for the inner parts, instead of them being just one solid color. The limb anatomy leaves something to be desired, but I do understand it can be difficult to show it with such a small resolution. Her right foreleg should probably be cut off by an outline to the belly, otherwise it looks kind of like it’s on the same side as the left one. On a similar note, the legs in the background should probably be shaded pretty dark to make it look like it’s actually in the background. I feel her cutie mark could be represented better if the diamonds were thinner. I noticed you put shading on her hooves and near the bottom of her mane but nowhere else, it’s really inconsistent. There’s odd gray colors around her outline that I can only guess are attempts at anti-aliasing, but they don’t look very good. The grass texture could use work, but I’m not too good at grass myself, so I’m not sure how to help. Same with the cloud.  
I’ve made a little edit, I hope you don’t mind, which has some of the changes I’ve suggested.  
By the way, don’t save pixel art as a jpeg, it ruins it.
