Difference being, that with Twilight wings were an entirely magical/non-natural aspect.
 
With Spike being a dragon, it'd actually be natural for him to grow wings. Just growing up, since pretty much every dragon bigger than him has them. So if they did it, they could just say _*"well duh, he's a dragon of course he was going to grow wings eventually by aging naturally. SomE? That wasn't natural."_*, and no one would really have an argument against that.
