Yeah, you’re right, however the blame can still be given to Celestia for giving the throne to Luna in the first place. Plus, the war did start on her watch, during her rule even if the majority of the war was fought during Luna’s reign.

I think it’s natural to be suspicious of one of the many, many, MANY parties involved in the end of the world.
A reminder, Celestia was not the ruler of Equestria during the majority of the war. She relinquished power to her sister after the Massacre of Littlehorn.
Yeah, normally I would also say that her rule for thousands of years should, by default, be a trust bonus for her. But the end of the world by balefire bombs, deadly necromantic megaspells, and magical radiation is… a significant damper on the confidence that post-apocalyptic ponies can have in her.
Plus, while this may be Princess Celestia’s mind in the Crusader Maneframe, she’s been in there for a while, isolated and alone, dealing with the grief beset to her – the destruction of literally everything she held dear; her sister Luna, Canterlot and Equestria, her star pupil whom she saw as a daughter and her friends. This is a very real concern for a number of possible psychological afflictions. And that is to say nothing of the state of the machinery affecting her mental health. Littlepip has deserved faith placed in Celestia, but a legitimate argument could be made that that faith is naive and misplaced.
Lastly, these ponies do not have any kind of relationship or obligations to Celestia. It would be unrealistic to expect them to automatically trust her when they have a fledgling nation to think about. A newborn nation that is growing, developing…. and weak to start. I see where they are coming from, they cannot afford a catastrophe to stamp-out the NCR before it has a chance to truly begin.
I hate this stallion for how much of a jackass he’s being, but I reluctantly admit that he has legitimate and valid points…
And in the last 10 of that everything went to nuclear hell for 200 years.
Well stuff that Equestria went through under her and her sister’s rule probably didn’t exactly instill confidence (with how it all ended in balfire and such). They’re probably weary of giving her power/control again.
