Everyone is the main character of their own life and they assume everyones minds work just like theirs.
 
I tend to sometimes take a step back and ask myself “if this was fiction. Would I be the bad guy?” Tends to work pretty well.

It might also be that people tend to feel wronged when they don’t get their way, regardless of how fair or unfair the situation actually is, so they think of themselves as victims even when they aren’t.

Yeah changelings seem a good all around scapegoat for pretty much anything. Why blame the jews equivalent when you can blame face changing love vampires?
 
Sorry about the godwins law thing. I just couldn’t think of a better example of a group that wasn’t much of a victim (Well ok they got pretty screwed over after WW1 but it was hardly the jews fault, who fought just as hard for their nation as any other german) claiming to be that was far back as to be politically cold.
 
And I dunno about Canada. There’s been movements that primarily are concerned with police killings moving into there despite police killings being virtually nonexistent.
 
I think it all has to do with western culture considering victims and underdogs very high status. So any group needing support will claim to be oppressed victims.  
Compare to say roman empire where that’d likely just make you a target.

And you did invoke Godwin’s Law pretty early. Equestria’s not fallen on hard times and looking for a scapegoat like those two nations were. And if they did need scapegoats, there’s plenty of options, though Changelings or Diamond Dogs would seem easiest. But frankly, comparing something on a personal scale to something on a national scale doesn’t really seem equivalent to me anyhow.

Not to goldwynns law so early but being oppressed by the jews was an argument used by both the communists and their more infamous ax-crazy neighbor to oppress and genocide them respectively.
