Well, the technology to make these out of sugar certainly exists. Shapeways uses 3D printing/sculpting equipment to produce the above models from materials like sandstone, but there are various other types of 3D printing devices available.
There are also 3D printers that print out shapes using food. So it’s very possible that a person could print out these types of figurines in different kinds of food (even sugar). Of course they would need to either work at someplace that has such a machine that they could use, or have a good chunk of disposable income to spend on one in order to make them. =/
