You do understand that you can actually _*watch_* the show and see what I'm talking about, right? In some episodes she acts more like a mother. See: making sure he's goes to bed when he should, and that he's covered. At other times she acts more like a sister.


 
It's not head-canoning things at all. It is **directly observable** behavior in the show. Hence, her actions and reactions to him vary up and down on that scale depending on the episode. And that is the key point here, how she *acts*. We've got plenty of example of both ends.
