my best guess is that shinings dress was made for something other then a pony so the padding was higher up and cadance put some padding on her own upper body to make it match

Yeah, I commissioned the piece and there’s no Rule 63 here. Unless you count the green fairy by Shining’s elbow; it’s actually a transformed and genderswapped parasprite.
