It’s not a copy-pasting mistake, her cutie mark is being wiped out (it’s an age regression sequence after all).
Also I don’t mind the single background panel. It gives a sense of scale and progression and many artists use it.

I’m not sure why the artist didn’t go with a comic panel sequence either as it would’ve made much more sense here and would allow the artist to zoom in on Celestia after the regression sequence and add more details in the character’s reaction.
