nods Basically my thinking: she told somepony her views, and that she had this magical staff that “helps” (forces) equality, and they built this house away from all other towns and villages. Over time, as wanderers found Our Town and accepted the idea, the village grew, alternating houses on ether side of Starlight’s house, making an unintentional equal sign from above.

Not unlikely. I’ve always thought her to be older than Twilight, but since Season 6, I think it’s clear they are the same age from how they interact.
She had to be working with Our Town for some time to get all those Equalists. I mean, she was running everything by herself.
I headcanoned it that she was running the ‘equality village’ since she was a teen.
