It’s in fact a hand-picked committee of ponies. Or rather a number of small committees in Canterlot. If there is an issue internal or geo-political then you are expected to submit your problem to any one of those committees, or their departments, or their sub-departments. Upon reaching of a committee vote of approval or disapproval they shall dispatch their vote of confidence or none to the department of ministers, who after a brief recess of three months shall convene to deliberate on the committee’s thoughts and findings.
 
After about a year it’ll come to you or Celestia in the form of official legislation to be decided upon by 2/3rd or 3/4 vote of confidence by the Council of Alicorns.
 
After that you can chose to send it back to committee.
