I don’t see why it would not be in character, she is poking fun more on Anon than Spike, implying he has weak willpower, while spike is just naive baby dragon who doesn’t catch the sarcasm.  
Also which Spike is the weirdest Spike? I spent almost unreasonable time referencing Spike from google image search to make sure he doesn’t look too wonky.
