He could just be propositioning her, and since in Equestria everyone is nude, showing your dick like that isn’t considered sexual assault. They could be friends and he does stuff like this all the time, just to make her flustered, and since in Equestria nudity isn’t taboo, then he is just being slightly more embarrassing than usual. Our laws would be much different in a place where nudity isn’t taboo, so don’t scream “attempted rape”.
