Hmm, that’s a very good question. I’ve imagined that it happens right before season 4, because Twilight is already a princess in this pic. Also, it would fit the date in real-time.
February 16th, 2013: Episode aired, where Twilight becomes princess.
September 4th, 2013: Fallout Equestria was finished.
November 23rd, 2013: Season 4 starts.

Thank you both for the the idea, but unfortunalety this picture shows something different. This picture shows how Pip is entering the canon-universe after the story about his alternate universe ends after September 4th, 2013. Kaekimaster said to me that there will be a time travel fanfic including Rico, but it’s not finished yet. Sorry :-)
