Well, as #1 C rank he COULD move into B-rank any time he wants, but he knows he’s doing a greater service by staying in C-rank and helping citizens out with their average, everyday problems.

The thing is it’s really not top. Sure he’s currently #1 in C class rankings but there are hundreds of B, A, and S classes. Most of them had to be #1 in C class at some point too. There’s a reason he hasn’t moved up.
I’ll see you try getting on top of any possible ranking without being strong at subject.
Being top doesn’t mean that he’s strong. C ranks mostly take care of every day threats such as robbery and the like. Being at the top just means that he does more work than everyone else.
I say it again: he is TOP rank C hero AND he has no bad luck of King nor ESP of Tatsumaki nor technical gadgets.

Yeah but that’s on average. King didn’t even register and Tatsumaki was something around 18. Being a hero doesn’t always mean that their strength level is high. Mumen Rider is likely about as strong as normal people, maybe a bit more.
Actually, a bonus comic proves that C ranks are physically above normal people. Child Emperor made a device to test such a thing. The average C-rank is registered as around 100 physically, while the average human is around 20.
Saitama, of course, breaks the device because he’s… well, Saitama.
You are underestimating heroes, both low and high rankings.
It is the point of the character that he’s physically a completely ordinary dude. Being a class C hero doesn’t mean anything other than having registered and higher ranks have a very weak correlation with power: Saitama is B, was C, King, another ordinary dude, is S7, and most of S class are utterly powerless against an enemy who is simply 300 feet above their heads.
You know it’s sound wrong.
Also even rank C hero is several times stronger then average human and Numen no Rider is top C class hero.
