You can still see the form of her lips behind the tape, so not more than two layers are being used. And generally tape gags are best employed with complete head-wraps, but those look unattractive to some people.
For one we don’t know if her mouth is stuffed or if there are layers of tape under the one we see. And secondly, like you said tape gags are usually for show… which is exactly the purpose of this drawing; it’s meant to look good, not realistic.
Read what I said again; ‘just gotta keep moving her chin up and down’.
Tape gags are for show more than function unless there is a lot used.
Look closer, her wrists are tied down to the chair.
Still, if she ungags herself, it’s another hole to play with!
