Funny thing is, neither was “Looney Tunes.” Nowadays it’s quite tame, but back in the 1950s & 60s, “Looney Tunes” was considered very edgy, and had some subtle adult humor, and pop-culture (at the time) references in it.
Nowadays, nobody would even know who “Jack Bunny” is a parody of.

The Flintstone wasn’t made as kids show, so it wasn’t getting crap past the radar as at the time the show was made the radar was set to “out right saying it”.
Actually, at the time “two-headed” was just a synonym for “stupid”, and Barney was being self-deprecating–but there’s no way they didn’t know what the alternate meaning was. Just a case of Getting Crap Past the Radar.
