Then claiming it was “just a test” and giving them back in the next episode.

First of all, the Trio wasn’t trying to summon the Windigoes. They were just as surprised as everyone else to see them. Second of all, they never would’ve taken the course of actions that indirectly summoned the Windigoes if they hadn’t been brought together, encouraged to work as a team, and so sloppily monitored… by a Grogar-disguised Discord.
 
I like to think Discord voluntarily agreed to his own stone sentence, and he’s given 24 hours of freedom every moon with Fluttershy acting as a parole officer. Anything else would either contradict his appearances in “The Last Problem” or be too lenient for his massive buck-up.

Between those two panels, the butterfly said “Nightmare Moon, I am Hawk Moth…”

True… but “Grogar” ended up giving them a better one. They would’ve been screwed if they didn’t do something.
 
The Terrible Trio were barely threats when “Grogar” summoned them. Two were caged in Tartarus, open-and-shut case. The third was staying hidden, likely going mad as she plotted against everyone she either preyed upon or used to trust. It seemed like “Grogar” was giving them another chance, but… if his “plan” was all a ploy to boost the confidence of their arch-nemesis, how much of a chance was it? If Discord had his way, would they have given a more lenient punishment?
 
Because it looked to me like he was setting them up for failure. And he seemed wholly unsurprised that they wouldn’t stand for that.

If we’re talking about the MLP Infinite Loops, that reaction makes perfect sense.
