It looks like this scene was painted. There’s more texture to the different surfaces and it looks like it was made with a bunch of brushes as opposed to a pre-fab texture.
 
Drastically more detailed than in previous seasons, where plenty of location shots were rendered with solely gradient shading and =sometimes= post-process lens flare.
 
If anything I’d take this as a sign of a new budget, thus allowing for a lot more detail work.

It looks like pre-G4 background art. It also has a slight blur/bloom effect, making it look a slightly dreamy.
