Maybe Celestia’s like a cat. She can mate with several stallions and give birth to a litter, each with a different father (cats can actually do that, look it up). Maybe she can drop out a foal in a few weeks with age spells; grow them up in a month. Like Judge Dredd (The good Stallone version).
 
Think about it: a never-ending stream of offspring. It’s already canon that she basically tinkered with Twily’s entire life to groom her into a princess, maybe pony life is cheap to a (potentially) immortal pony who needs a viable army, crafted on the genetic level with magic to make them look and act alike, with just a dash of Alicorn DNA to make them loyal and strong. Every now and again she’d leave things to chance in the off-chance the genetic variant would be a superior offspring to become captain.
 
One day they will march out of Equestria and sweep away every adversary, every creed, every nation, until the very PLANET is in the loving grip… of the Pax Celestica…

We’ve already seen a few hundred guards, so, no.
 
And if they’re the children of Celestia, they’ll all be royalty. And when everyone’s royalty…
